General Information:

Yahweh continues speaking to the people of Israel.

I will pour water on the thirsty ground, and flowing streams on the dry ground

Yahweh speaks of giving his Spirit to the people of Israel as if he were causing rain to fall and streams to flow on dry ground. (See: rc://en/ta/man/jit/figs-metaphor)

and flowing streams on the dry ground

The words "I will pour" are understood from the previous clause. Alternate translation: "and I will pour flowing streams on the dry ground" (See: rc://en/ta/man/jit/figs-ellipsis)

the thirsty ground
