Yahweh continues telling his story to Ezekiel about his unfaithful wife Oholah.
slept with her...fondle her virgin breasts...pour out their promiscuous behavior

This is a mild way to say they had sexual relations with her. (See: rc://en/ta/man/translate/figs-euphemism)
to pour out their promiscuous behavior
The phrase "pour out" uses the thought of water pouring out to express something happening in a great amount. (See: rc://en/ta/man/translate/figs-metaphor)
into the hand of her lovers, into the hand of the Assyrians
The word "hand" refers to what someone has control over. This phrase is repeated to emphasize that the Assyrians were her lovers.
