This refers to the wicked man whom Eliphaz started to describe in the previous chunk.

return out of darkness

the sword waits for him

The sword is a metaphor for death. At the same time the sword is described as if it were a person that is waiting. AT: "the sword is like a person that is waiting for him to kill him" or "death waits for him" (See: rc://en/ta/man/translate/figs-metaphor)

the day of darkness

is at hand
