The inhabitants of the villages being terrified is spoken of as if terror were an object that came upon them. Possible meanings are 1) "terror of Yahweh" refers to terror from Yahweh. Alternate translation: "for Yahweh had caused the inhabitants to be terrified" or 2) "terror of Yahweh" refers to being terrified of Yahweh.
