## The ones who flee ##
This refers to the people who were able to run away during the destruction of Moab.
## the shadow of Heshbon ##

## for fire will go out from Heshbon, flame from the middle of Sihon ##
These two phrases have similar meaning, and are used together here for emphasis. There will be a fire in the middle of Heshbon, which was the royal city of Sihon, the king of Moab. (See: [[rc://en/ta/man/translate/figs-doublet]])
## forehead of Moab and the top of heads of the boastful people ##
