Current ULB is the same.
I am fine with adding "truly" to verse 19, but I don't understand the need to reorder the sentence or translate λέγω as "I tell."
I'm ok with the current ULB, but we could consider:
Truly I say to you ... Again, truly I say to you
SQ. I don't know. Maybe it was just to make it sound less odd?
Henry, can you remember or figure out what motivated this change?
My Two Cents:
My Greek NT has, "18 Ἀμὴν λέγω ὑμῖν· ... 19 Πάλιν [ἀμὴν] λέγω ὑμῖν." I wasn't checking OGNT at the time. So "Again, truly I say to you" is good.
Ok, I get the impression there is no strong reason for using "I tell you truly" or "I say to you truly," I vote for leaving Matt 18:18, 19 as is.
Any other votes?

Coming from the ipsissima verba of Christ, seems like it may need to be there, if possible.
