 Peter wrote to certain people. He called them "foreigners of the dispersion." When Peter lived, the Jews were dispersed or spread out. That is, they lived all over the world and only a few of them lived in Israel. However, Peter was talking about Christians and not Jews. 
 Some scholars think Peter wanted to say that being a Christian made someone different than other people. They were foreign or different from other people in the evil world around them.
