"he" is referring to Jesus.

"them" is referring to the 11 apostles.

This is a reference to the Holy Spirit.
## baptized with water…baptized in the Spirit ##
Jesus contrasted John's baptism with water, to God's baptism which will be with the Holy Spirit.

## you shall be baptized ##
This can be translated with an active verb: "God will baptize you." (See: [[rc://en/ta/man/translate/figs-activepassive]])
