"A prophet from Crete itself" or "A Cretan that they themselves consider to be a prophet"
Cretans are always liars

Therefore, correct them severely
"You must use strong language that the Cretans will understand when you correct them"
so that they may be sound in the faith
"so they will have a healthy faith" or "so their faith may be true"

This refers to the false teaching of the Jews.
